So why doesn't the Soviet AI in this game move into Manchuria when there were literally ZERO Japanese troops opposing them? If we were to go off what would likely have occurred, based on historical evidence and the various political and military strategies of the time, the Soviets would almost certainly have invaded manchuria and Korea if there were literally ZERO Japanese troops to oppose them. This was no minor skirmish but rather, an undeclared war where many tens of thousands were involved in and died in battles such as those of Khalkhin Gol. Japan and The USSR had hundreds of thousands of men along this front during the 1930's, and were engaged in an undeclared border conflict with each other.
